         Committee on Defense Affairs and State-Federal Relations met in  
         a public hearing and was called to order by the chair,  
         Representative Corte, at 9:07 a.m.

         Absent:   None (0). 
          
         A quorum was present.

         At 9:55 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until adjournment of the House Regular  
         session on February 20, 2003. 
          
         The committee reconvened at 11:27 a.m. and was called to order  
         by the chair, Representative Corte. The roll was answered as  
         follows:

                   Seaman (5). 
          
         Absent:   Representatives Berman; Delisi; Merritt; Moreno, Paul  
                   (4).
