         Pursuant to a notice posted on February 6, 2003, the House  
         Committee on Insurance met in a public hearing and was called to  
         order by the chair, Representative Smithee, at 1:57 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Smithee; Seaman; Eiland; Gallego;  
                   Keffer, Bill; Taylor; Thompson; Van Arsdale (8). 
          
         Absent:   Representative Bonnen (1). 
          
         A quorum was present.

         The chair laid out HB 639. 
          
         The chair recognized Representative Smithee to explain the  
         measure.  
          
         Representative Smithee offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Smithee to close on the  
         measure.  
          
         Representative Seaman moved that HB 639, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Smithee; Seaman; Eiland;  
                             Gallego; Keffer, Bill; Taylor; Thompson; Van  
                             Arsdale (8).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).
