         Pursuant to an announcement from the house floor on May 8, 2003,  
         Legislative Day #64 the House Committee on Licensing &  
         Administrative Procedures met in a formal meeting and was called  
         to order by the chair, Representative Flores, at 1:09 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Raymond; Driver;  
                   Eissler; Homer (6). 
          
         Absent:   Representatives Goolsby; Jones, Delwin; Wise (3). 
          
         A quorum was present. 
          
         SB 279               
          
         The chair laid out SB 279 and explained. 
          
         Representative Raymond offered a complete committee substitute.  
          
         Representative Flores, chair, explained the substitute. 
          
         The committee substitute was adopted without objection. 
          
         Representative Homer moved that SB 279, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Flores; Hamilton; Raymond;  
                             Driver; Eissler; Homer (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Goolsby; Jones, Delwin; Wise   
                        (3).  
           
         HB 1003 
          
         The chair moved to reconsider the vote by which HB 1003, as  
         substituted, was reported from committee in order to send the  
         bill to the Local and Consent Calendars Committee instead of the  
         Calendars Committee. The motion to reconsider prevailed without  
         objection. 
          
         Representative Driver moved that HB 1003, as substituted, be  
  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Flores; Hamilton; Raymond;  
                             Driver; Eissler; Homer (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         No action taken. 
          
         At 1:17 a.m., on the motion of the chair and without objection,
