Pursuant to a notice posted on May 1, 2003, and a suspension of
the 5-day posting rule on May 6, 2003, the House Committee on
Public Education met in a public hearing and was called to order
by the chair, Representative Grusendorf, at 5:53 p.m.

substitute and explained the measure.

The committee substitute was adopted without objection.
The chair moved to reconsider the vote by which the committee
