         Pursuant to a notice posted on July 3, 2003, the House Committee  
         on Public School Finance, Select, Subcommittee on  
         Incentives/Accountability, met in a public hearing and was  
         called to order by the chair, Representative Krusee, at 8:14  
         a.m. 
          
         Present:  Representatives Krusee; Griggs; Hamric (3). 
          
         Absent:   Representatives Branch; Villarreal (2). 
          
         A quorum was present. 
          
         (Representative Branch now present.) 
          
         (Representative Villarreal now present.) 
          
         Testimony was taken on the topic of educational accountability.   
         (See attached witness list). 
          
         At 9:59 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until thirty minutes after final  
         adjournment of the House of Representatives on July 10, 2003, in  
         Room E2.012. 
          
         The subcommittee reconvened at 5:03 p.m., and was called to  
         order by the chair, Representative Krusee.  The roll was  
         answered as follows:
