         Charge #3, met in a public hearing and was called to order by  
         the chair, Representative Baxter, at 9:09 a.m. 
          
         Present:  Representatives Baxter; Crabb (2). 
          
         Absent:   Representative Guillen (1). 
          
         A quorum was present.

         At 12:28 p.m., on the motion of Representative Crabb and without  
         objection, the meeting was adjourned subject to the call of the
