         Pursuant to a notice posted on March 27, 2003, the House  
         Committee on State Cultural and Recreational Resources met in a  
         public hearing and was called to order by the chair,  
         Representative Hilderbran, at 2:08 p.m.

         The chair directed that the March 18, 2003, minutes for the  
         House Committee on State Cultural and Recreational Resources be  
         corrected. The corrected minutes were authorized without  
         objection. 
          
         The chair directed that the March 25, 2003, minutes for the  
         House Committee on State Cultural and Recreational Resources be  
         corrected. The corrected minutes were authorized without  
         objection. 
          
         HB 815 
          
         The chair laid out HB 815 as pending business.  
          
         Representative Hilderbran offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Geren moved that HB 815, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
