         Pursuant to an announcement from the house floor on May 23,  
         2003, the House Committee on State Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Marchant, at 11:33 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Marchant; Madden; Davis, John; Cook,  
                   Byron; Elkins; Gattis; Goodman (7). 
          
         Absent:   Representatives Lewis; Villarreal (2). 
          
         A quorum was present. 
          
         SB 319 
          
         The chair laid out SB 319.  House Bill 246, the companion to SB  
         319, was previously reported favorably by the committee as  
         substituted. 
          
         (Representative Villarreal now present.) 
          
         Representative Byron Cook moved that SB 319, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Marchant; Madden; Davis,  
                             John; Cook, Byron; Elkins; Gattis; Goodman  
                             (7).  
           
         Nays:               Representative Villarreal (1).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representative Lewis  (1).  
           
         At 11:40 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
