         Pursuant to a notice posted on December 16, 2003, the House  
         Committee on State Health Care Expenditures, Select met in a  
         public hearing and was called to order by the chair,  
         Representative Delisi, at 2:15 p.m. 
          
         The roll was answered as follows:

                   Deshotel; Harper-Brown; Truitt; Uresti (8). 
          
         Absent:   Representatives Capelo; Miller; Wohlgemuth (3). 
          
         A quorum was present. 
          
         The chair named the following members to the subcommittee on  
         Interim Charge #2:  Representative Harper-Brown, Chair;  
         Representatives Berman; Crownover; Gutierrez; and Truitt. 
          
         The chair named the following members to the subcommittee on  
         Interim Charge #5:  Representative Crownover, Chair;  
         Representatives Berman; Deshotel; Harper-Brown; and Truitt. 
          
         Invited testimony was taken.  (See attached witness list.) 
          
         At 4:16 p.m., on the motion of the chair and without objection,
