MINUTES SENATE COMMITTEE ON ADMINISTRATION Monday, March 31, 2003 4:00 p.m. the Senate Administration Committee room, E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, March 31, 2003, in the Senate Administration Committee room, E1.714 ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris Senator Juan Hinojosa Senator Mike Jackson Senator Leticia Van de Putte Senator Kyle Janek Senator John Whitmire Senator Jeff Wentworth ***** The chair called the meeting to order at 4:15 p.m. There being a quorum present, the following business was transacted: At 4:15 p.m. Senator Wentworth assumed the chair. The chair laid out SB 1567 and recognized Senator Harris, in the absence of the author, to explain the bill. Senator Harris sent up a committee substitute; the chair recognized Senator Harris to explain the difference between the committee substitute and the bill as filed. Senator Harris moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Harris moved that SB 1567 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Wentworth moved that SB 1567 do not pass but that CSSB 1567 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Whitmire asked to be shown voting aye; hearing no objection, it was so ordered. Senator Wentworth moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. At 4:17 p.m. Senator Harris resumed the chair. The chair laid out SCR 26 and recognized Senator Jackson, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Harris moved that SCR 26 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Jackson moved that SCR 26 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Whitmire asked to be shown voting aye; hearing no objection, it was so ordered. Senator Jackson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Harris laid out the recommended list for the Local and Uncontested Calendar scheduled for April 3, 2003 at 8:00 a.m. There was discussion. Senator Wentworth moved that all bills on the Local and Uncontested Calendar recommended list with the exception of SB 273, SB774, and SB 1280 be certified. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Whitmire asked to be shown voting aye; hearing no objection, it was so ordered. There being no further business, at 4:25 p.m. Senator Harris moved that the Committee stand recessed subject to the call of the chair.
