Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Monday, May 5, 2003, in the Senate
Committee on Administration, Room E1.714, at Austin, Texas.

The chair called the meeting to order at 4:30 p.m. There being
a quorum present, the following business was transacted:
Senator Jackson moved adoption of the minutes from the previous
hearing held on May 1, 2003; without objection, it was so
ordered.
Senator Whitmire asked to be shown as voting aye on all votes;
without objection, it was so ordered. Senator Janek asked to be
shown as voting aye on all votes; without objection, it was so
ordered. Senator Wentworth asked to be shown as voting aye on
all votes other than on HB 261; without objection, it was so
ordered.
The chair laid out HB 2133 and recognized the Senate sponsor,
Senator Estes, to explain the bill. Senator Jackson sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Senator Hinojosa moved that HB 2133, as
amended, be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
record vote of 7 ayes, 0 nay, 0 present not voting, and 0
absent. Senator Jackson moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The chair laid out HB 261 and recognized Senator Van de Putte,
in the absence of the author, to explain the bill. Senator
Jackson moved that HB 261 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 6 ayes, 0 nay, 0 present
not voting, and 1 absent.
The chair laid out HB 808 and recognized the Senate sponsor,
Senator Hinojosa, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Jackson moved that HB 808
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Jackson moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The chair laid out HB 1370 and recognized Senator Harris, in the
absence of the Senate sponsor, to explain the bill. Witnesses

At 4:45 p.m. Senator Hinojosa assumed the chair. The chair laid
out HB 2001 and recognized the Senate sponsor, Senator Harris,
to explain the bill. Senator Jackson moved that HB 2001 be
reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 7 ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Harris moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
At 4:46 p.m. Senator Harris resumed the chair.
The chair laid out HB 2383 and recognized the Senate sponsor,
Senator Janek, to explain the bill. Senator Janek moved that HB
2383 be reported favorably to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
record vote of 7 ayes, 0 nay, 0 present not voting, and 0
absent. Senator Janek moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The chair laid out HB 2234 and recognized Senator Harris, in the
absence of the Senate sponsor, to explain the bill. Senator
Hinojosa moved that HB 2234 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 7 ayes, 0 nay, 0 present
not voting, and 0 absent. Senator Janek moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HB 338 and recognized Senator Jackson, in the
absence of the Senate sponsor, to explain the bill. Senator
Hinojosa moved that HB 338 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 7 ayes, 0 nay, 0 present
not voting, and 0 absent. Senator Hinojosa moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The chair laid out the recommended list for the Local and
Uncontested Calendar for May 8,2003. There was discussion.
Senator Hinojosa moved to certify all bills other than SB 380,
SB 991, SB 1187, SB 1213, SB 1536, and SB 1612. HB 338, HB 808,
HB 1370, HB 2001, HB 2133, HB 2234, and HB 2383 were added. The
motion carried with a record vote of 7 ayes, 0 nayes, and 0
absent.
There being no further business, at 4:55 p.m. Senator Harris
moved that the Committee be adjourned. Without objection, it was
so ordered.
