Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Thursday, May 8, 2003, in the Capitol
Extension Auditorium at Austin, Texas.

The chair called the meeting to order at 4:05 p.m. There being
a quorum present, the following business was transacted:
The chair laid out HB 1306 and recognized the Senate sponsor,
Senator Wentworth, to explain the bill. Senator Wentworth sent
up Committee Amendment 1 and moved adoption; without objection,
the amendment was adopted. Senator Wentworth moved that HB 1306
be left pending to await a quorum; without objection, it was so
ordered. Upon arrival of a quorum, Senator Wentworth moved that
HB 1306, as amended, be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 2 absent. Senator Janek moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
Senator Wentworth assumed the chair.
The chair laid out HB 1156 and recognized Senator Harris, in the
absence of the Senate sponsor, to explain the bill. Senator
Harris moved that HB 1156 be left pending to await a quorum;
without objection, it was so ordered. Upon arrival of a quorum,
Senator Wentworth moved that HB 1156 be reported favorably to
the Senate with the recommendation that it do pass and not be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 2 absent. Senator Janek moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 3149 and recognized the Senate sponsor,
Senator Harris, to explain the bill. Senator Harris sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Senator Harris moved that HB 3149 be
left pending to await a quorum; without objection, it was so
ordered. Upon arrival of a quorum, Senator Wentworth moved that
HB 3149, as amended, be reported back to the Senate with the

voting, and 2 absent. Senator Wentworth moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.

de Putte moved that HB 2031 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The

not voting, and 2 absent. Senator Wentworth moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.

absence of the Senate sponsor, to explain the bill. Senator Van
de Putte moved that HB 655 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The

not voting, and 2 absent. Senator Wentworth moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.

absence of the Senate sponsor, to explain the bill. Senator
Harris moved that HB 295 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 5 ayes, 0 nay, 0 present
not voting, and 2 absent. Senator Wentworth moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.

The chair laid out the Local and Uncontested Calendar
recommended list for May 13, 2003. There was discussion.
Senator Hinojosa moved that all bills except SB 241, SB 290, SB
970, SB 1167, SB 1460, SB 1572, SB 1573, SB 1574, SB 1695, SB
1743, SB 1901 and SB 1934 be certified for the May 13, 2003,
Local and Uncontested Calendar. Senator Hinojosa also asked
that SB 1659, HB 295, HB 655, HB 1156, HB 2031, HB 1306, and HB
3149 be added to the Local Calendar certified list for May 13,
2003. The motions carried with a record vote of 6 ayes, 0 nay,
0 persent not voting, and 1 absent. Senator Whitmire asked to
be shown voting aye on the certification of the Local Calendar;
without objection, it was so ordered.
The chair laid out SB 1942 and recognized the author, Senator
Wentworth, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Harris moved that SB 1942
be left pending; without objection, it was so ordered.
There being no further business, at 5:35 p.m. Senator Harris
moved that the Committee stand recessed until Friday, May 9,
2003, upon adjournment of the Senate. Without objection, it was
so ordered.
