         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Administration was held on Monday, June  
         30, 2003, in the Senate Chamber at Austin, Texas.

         The chair called the meeting to order at 11:45 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB 7 and recognized the author, Senator  
         Harris, to explain the bill.  Senator Wentworth moved that SB 7  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.   
          
         There being no further business, at 11:25 a.m. Senator Harris  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
