Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Friday, February 13, 2004, in the
Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 10:16 a.m. There being
a quorum present, the following business was transacted:
At 10:21 a.m. Senator Wentworth assumed the chair. Senator
Harris moved to take up and pass the budget for the Senate
Committee on Administration. Hearing no objection, the motion
passed and a budget of $135,165 was approved.
At 10:22 a.m. Senator Harris resumed the chair. Senator Harris
laid out the budget for the Senate Committee on Business and
Commerce and moved adoption. Hearing no objection, the motion
passed and a budget of $271,800 was approved.
Senator Harris laid out the budget for the Senate Committee on
Criminal Justice and moved adoption. Hearing no objection, the
motion passed and a budget of $293,492 was approved. Senator
Harris moved to take up and approve two salary exemptions for
the Senate Committee on Criminal Justice. Hearing no objection,
the motion passed.
Senator Harris laid out the budget for the Senate Committee on
Education and moved adoption. Hearing no objection, the motion
passed and a budget of $242,350 was approved.
Senator Harris laid out the budget for the Senate Committee on
Finance and moved adoption. Hearing no objection, the motion
passed and a budget of $311,925 was approved. Senator Harris
moved to take up and approve 3 salary exemptions for the Senate
Committee on Finance. Hearing no objection, the motion passed.
Senator Harris laid out the budget for the Senate Committee on
Government Organization and moved adoption. Hearing no
objection, the motion passed and a budget of $252, 602 was
approved.
Senator Harris laid out the budget for the Senate Committee on
Health and Human Services and moved adoption. Hearing no
objection, the motion passed and a budget of $266,687 was
approved. Senator Harris moved to take up an approve 1 salary
exemption for the Senate Committee on Health and Human Services.
Hearing no objection, the motion passed.
Senator Harris laid out the budget for the Senate Committee on
Infrastructure, Development, and Security and moved adoption.
Hearing no objection, the motion passed and a budget of $194,400
was approved.
Senator Harris laid out the budget for the Senate Committee on
Intergovernmental Relations and moved adoption. Hearing no
objection, the motion passed and a budget of $228,191 was
approved.
Senator Harris laid out the budget for the Senate Committee on
International Relations and Trade. Hearing no objection, the
motion passed and a budget of $206,237 was approved.
Senator Harris laid out the budget for the Senate Committee on
Jurisprudence and moved approval. Hearing no objection, the
motion passed and a budget of $216,361 was approved.
Senator Harris laid out the budget for the Senate Committee on
Natural Resources and moved approval. Hearing no objection, the
motion passed and a budget of $255,764 was approved.
Senator Harris laid out the budget for the Senate Committee on
Nominations and moved adoption. Hearing no objection, the motion
passed and a budget of $91,850 was approved.
Senator Harris laid out the budget for the Senate Committee on
State Affairs and moved adoption. Hearing no objection, the
motion passed and a budget of $248,347 was approved. Senator
Harris moved to take up and approve 1 salary exemption for the
Senate Committee on State Affairs. Hearing no objection, the
motion passed.
Senator Harris laid out the budget for the Senate Committee on
Veteran Affairs and moved adoption. Hearing no objection, the motion passed and a budget of $131,077 was approved.
Senator Harris laid out the budget for the Senate Subcommittee on Agriculture and moved adoption. Hearing
no objection, the motion passed and a budget of $65,306 was approved.
Senator Harris laid out the budget for the Senate Subcommittee on Base Realignment and Closure and moved
adoption. Hearing no objection, the motion passed and a budget of $68,769 was approved.

Hearing no objection, the motion passed and a budget of $70,930 was approved.
At 11:46 a.m. Senator Wentworth assumed the chair. Senator Harris laid out Exhibit A on recommendations
for travel policy and moved adoption. Hearing no objection, the motion passed.
Senator Harris laid out Exhibit B on recommendations for newsletter policy and moved adoption. Hearing no
objection, the motion passed.
There being no further business, at 11:52 a.m. Senator Harris moved that the Committee be adjourned.
