         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Business &  
         Commerce was held on Thursday, February 20, 2003, in the Betty  
         King Committee Hearing Room, 2E.20, at Austin, Texas.

         Chairman Fraser called the meeting to order at 8:42 a.m.  There  
         being a quorum present, the following business was transacted:   
          
         The Chairman advised that at this meeting public testimony would  
         be heard on SB 14 and the homeowners and personal automobile  
         rate portion of SB 400.  Before proceeding with public  
         testimony, however, the Committee would hear testimony from Rob  
         Schneider, representing Consumers Union, who was a carryover  
         from the previous hearing. 
          
         Upon completion of Mr. Schneider's testimony, Philip Presley,  
         Texas Department of Insurance, was called to respond to members'  
         questions.   
          
         Chairman Fraser read the names of witnesses registering on the  
         bills but not wishing to testify. He then called for public  
         testimony to begin.  Witnesses testifying and registering on the  
         bills are shown on the attached list.   
          
         At 9:55 a.m. Chairman Fraser moved that the committee stand  
         recessed until 15 minutes after adjournment of the Senate;  
         without objection, it was so ordered.   
          
         At 11:45 a.m. the committee reconvened, with public testimony  
         continuing. 
          
         Upon completion of public testimony, the Chairman moved that SB  
         14 and SB 400 be left pending; without objection, it was so  
         ordered. 
          
         There being no further business, at 12:45 p.m. Chairman Fraser  
         moved that the Committee stand recessed subject to the call of  
         the chairman.  Without objection, it was so ordered.
