         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, February 5,  
         2003, in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 9:00 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair introduced committee staff. 
          
         The chair laid out the committee rules. Senator Brimer moved to  
         adopt the committee rules; without objection it was so ordered.   
          
         There being no further business, at 9:05 a.m. Senator Madla  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
