Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, March 5,
2003, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:02 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SCR 6 and recognized the author, Senator
Averitt, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved to vote on all of the bills at one time; without
objection it was so ordered.
The chair laid out SB 297 and recognized the author, Senator
Janek, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
author requested to leave the bill pending;without objection it
was so ordered.
Senator Gallegos, Jr. assumed the chair.
The chair laid out SB 446 and recognized the author, Senator
Madla, to explain the bill. Senator Madla sent up a committee
substitute; the chair recognized Senator Madla to explain the
difference between the committee substitute and the bill as
filed. Senator Madla moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list.
Senator Madla resumed the chair.
The chair laid out SB 484 and recognized the author, Senator
Estes, to explain the bill. Senator Gallegos, Jr. sent up a
committee substitute; the chair recognized Senator Estes to
explain the difference between the committee substitute and the
bill as filed. Senator Gallegos, Jr. moved adoption of the
committee substitute; without objection, it was so ordered.
The chair laid out SB 469 and recognized the author, Senator
Wentworth, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
The chair laid out SB 308 and recognized the author, Senator
Gallegos, Jr., to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
author requested to leave the bill pending; without objection it
was so ordered.
Senator Wentworth assumed the chair.
The chair laid out SB 403 and recognized the author, Senator
Madla, to explain the bill. Senator Gallegos, Jr. sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Witnesses testifying and registering on
the bill are shown on the attached list. The author requested
to leave the bill pending; without objection it was so ordered.
Senator Madla resumed the chair.
Senator Gallegos, Jr. moved that SB 446 do not pass but that
CSSB 446 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
record vote of 5 ayes, 0 nay, 0 present not voting, and 0
absent. Senator Gallegos, Jr. moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
Senator Wentworth moved that SB 469 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 5 ayes, 0 nay, 0
present not voting, and 0 absent. Senator Wentworth moved that
the bill be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
Senator Brimer moved that SB 484 do not pass but that CSSB 484
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Gallegos, Jr. moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senator Brimer moved that SCR 6 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 5 ayes, 0 nay, 0
present not voting, and 0 absent.
There being no further business, at 9:50 a.m. Senator Madla
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
