         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, April 23,  
         2003, in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 8:36 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB 18 and recognized the author, Senator  
         Jackson, to explain the bill.  Senator Gallegos, Jr. sent up  
         Committee Amendment 1 and moved adoption; without objection, the  
         amendment was adopted.  Senator Gallegos, Jr. sent up Committee  
         Amendment 2 and moved adoption; without objection, the amendment  
         was adopted.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  Senator Gallegos, Jr. moved  
         that SB 18, as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Gallegos, Jr. requested unanimous  
         consent to roll the amendments into a committee substitute;  
         without objection, it was so ordered. Senator Gallegos, Jr.  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The chair laid out SB 709 and recognized the author, Senator  
         Jackson, to explain the bill.  Senator Brimer sent up Committee  
         Amendment 1 and moved adoption; without objection, the amendment  
         was adopted.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  Senator Brimer moved that SB  
         709, as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
  
         voting, and 2 absent.  Senator Brimer moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.  Senator Brimer requested  
         unanimous consent to roll the amendment into a committee  
         substitute; without objection, it was so ordered.

         Barrientos, to explain the bill.  Senator Gallegos, Jr. sent up  
         a committee substitute; the chair recognized Senator Barrientos  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Gallegos, Jr. moved adoption of the  
         committee substitute; without objection, it was so ordered.

         the attached list.  Senator Gallegos, Jr. moved that SB 1796 do  
         not pass but that CSSB 1796 be reported back to the Senate with  
         the recommendation that it do pass and be printed.  The motion

         voting, and 1 absent.  Senator Gallegos, Jr. moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.

         committee substitute; without objection, it was so ordered.

         be recommended for placement on the Local & Uncontested

         in the absence of the author, to explain the bill.  Witnesses

         favorably to the Senate with the recommendation that it do pass

         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         Senator Madla resumed the chair.   
          
         There being no further business, at 10:40 a.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
