         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, May 7, 2003,  
         in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 8:35 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out HB 681 and recognized the Senate sponsor,  
         Senator Lindsay, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Madla moved that HB 681 be left pending to await a quorum;  
         without objection, it was so ordered.  Senator Wentworth sent up  
         a committee substitute; the chair recognized Senator Lindsay to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Wentworth moved adoption of the  
         committee substitute; without objection, it was so ordered.   
         Senator Wentworth moved that HB 681 do not pass but that CSHB  
         681 be reported back to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.   
         Senator Wentworth moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The chair laid out SB 911 and recognized the author, Senator  
         Barrientos, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list. Senator  
         Madla moved to table SB911 to take up and consider SB 511. 
          
         The chair laid out SB 511 and recognized the author, Senator  
         Nelson, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Deuell moved that SB 511 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
  
         motion carried with a record vote of 3 ayes, 1 nay, 0 present  
         not voting, and 1 absent.   
          
         Senator Madla moved that SB 911 be left pending to await a  
         quorum; without objection, it was so ordered.  
          
         Senator Wentworth assumed the chair.   
          
         The chair laid out HB 1153 and recognized the Senate sponsor,  
         Senator Madla, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Wentworth moved that HB 1153 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 4 ayes, 0 nay, 0 present

         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.

         The chair laid out SB 411 and recognized Senator Gallegos, Jr.,  
         in the absence of the author, to explain the bill.  Senator  
         Gallegos, Jr. sent up a committee substitute; the chair  
         recognized Senator Gallegos, Jr. to explain the difference  
         between the committee substitute and the bill as filed.  Senator  
         Gallegos, Jr. moved adoption of the committee substitute;  
         without objection, it was so ordered.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Gallegos, Jr. moved that SB 411 do not pass but that CSSB 411 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 4  
         ayes, 0 nay, 0 present not voting, and 1 absent.  Senator  
         Wentworth moved that the bill be recommended for placement on  
         the Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         The chair laid out SB 1738 and recognized the author, Senator  
         Van de Putte, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  At the  
         request of the author, Senator Madla moved that SB 1738 be left  
         pending; without objection, it was so ordered.     
          
         The chair laid out SB 1455 and recognized Senator Gallegos, Jr.,  
         in the absence of the author, to explain the bill.  Senator  
         Gallegos, Jr. sent up Committee Amendment 1 and moved adoption;  
         without objection, the amendment was adopted.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Madla moved that SB 1455 be left pending; without  
         objection, it was so ordered.   
          
         Senator Gallegos requested to be shown voting no on SB 511;  
         without objection it was so ordered. 
          
         Senator Deuell requested to be shown voting aye on HBs: 1832,  
         164, 608, 681, 1153, 1030, 1061, 873, 940, 1631, 1066 and HJR  
         61; without objection it was so ordered. 
          
         There being no further business, at 10:15 a.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
