         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, May 14, 2003,  
         in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 8:35 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out HB 898 and recognized the Senate sponsor,  
         Senator Staples, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Madla moved that HB 898 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out HB 2130 and recognized the Senate sponsor,  
         Senator Wentworth, to explain the bill.  Witnesses testifying  
         and registering on the bill are shown on the attached list.   
         Senator Madla moved that HB 2130 be left pending; without  
         objection, it was so ordered.   
          
         The chair laid out HB 1207 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.  Witnesses testifying  
         and registering on the bill are shown on the attached list.   
         Senator Madla moved that HB 1207 be left pending; without  
         objection, it was so ordered.   
          
         The chair laid out HB 1997 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.  Senator Wentworth sent  
         up Committee Amendment 1 and moved adoption; without objection,  
         the amendment was adopted.  Witnesses testifying and registering  
         on the bill are shown on the attached list.  Senator Madla moved  
         that HB 1997 be left pending; without objection, it was so  
         ordered.  Senator Wentworth requested unanimous consent to roll  
  
         the amendments into a committee substitute; without objection,  
         it was so ordered.  
          
         The chair laid out HB 1454 and recognized the Senate sponsor,  
         Senator Janek, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Madla moved that HB 1454 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out HB 1189 and recognized the Senate sponsor,  
         Senator Gallegos, Jr., to explain the bill.  Witnesses

         list.  Senator Madla moved that HB 1189 be left pending; without  
         objection, it was so ordered.   
          
         The chair laid out HB 2361 and recognized the Senate sponsor,  
         Senator Gallegos, Jr., to explain the bill.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Madla moved that HB 2361 be left pending; without  
         objection, it was so ordered.   
          
         The chair laid out SB 119 and recognized the author, Senator  
         Lindsay, to explain the bill.  Senator Wentworth sent up a  
         committee substitute; the chair recognized Senator Lindsay to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Wentworth moved adoption of the  
         committee substitute; without objection, it was so ordered.

         pending; without objection, it was so ordered.   
          
         Senator Brimer assumed the chair.

         Madla moved that HB 1952 be left pending; without objection, it  
         was so ordered.
