         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Thursday, February 6, 2003, in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 9:03 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chair welcomed the members to the Committee and made opening  
         remarks. 
          
         Senator Zaffirini moved adoption of the committee rules, without  
         objection, the rules were adopted. 
          
         The Chair began the discussion with invited witnesses about the  
         issue of school finance. 
          
         At 9:55 a.m. the Chair moved that the committee stand recessed  
         until 30 minutes upon adjournment of the Senate.; without  
         objection, it was so ordered.   
          
         At 11:14 a.m. the committee reconvened.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
         There being no further business, at 12:45 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
