MINUTES SENATE COMMITTEE ON EDUCATION Tuesday, February 11, 2003 8:30 a.m. Capitol Extension, Room E1.028 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, February 11, 2003, in the Capitol Extension, Room E1.028, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Florence Shapiro None Senator Royce West Senator Kip Averitt Senator Kyle Janek Senator Steve Ogden Senator Todd Staples Senator Leticia Van de Putte Senator Tommy Williams Senator Judith Zaffirini ***** The chair called the meeting to order at 8:40 a.m. There being a quorum present, the following business was transacted: Senator Averitt moved adoption of the minutes from the previous hearing held on February 6, 2003; without objection, it was so ordered. The chair laid out SB 83 and recognized the author, Senator Wentworth, to explain the bill. Senator Zaffirini sent up Committee Amendment 1 and was recognized to explain the amendment. Senator West moved to limit public testimony, without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair moved that SB 83 be left pending; without objection, it was so ordered. The chair laid out SB 86 and recognized the author, Senator Wentworth, to explain the bill. Senator West sent up a committee substitute; the chair recognized Senator Wentworth to explain the difference between the committee substitute and the bill as filed. Senator West moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator West moved that SB 86 do not pass but that CSSB 86 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 1 nay, 0 present not voting, and 1 absent. There being no further business, at 10:22 a.m. the chair moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
