         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Tuesday, February 18, 2003, in the Capitol Extension,  
         Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 8:35 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair referred SB 166 to the Subcommittee on Higher  
         Education for consideration.   
          
         The chair made opening remarks and began the discussion with  
         invited witnesses on the elements of the school finance system.   
         Witnesses testifying and registering on the elements of the  
         school finance system are shown on the attached list.   
          
         At 9:57 a.m. Senator West assumed the chair.  At 9:59 a.m.  
         Senator Shapiro resumed the chair.   
          
         There being no further business, at 10:25 a.m. the chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
