There was no action taken for the following bill(s): SB 474 and SB 744 The chair moved adoption of the minutes from the previous hearings held on March 11, 2003, and March 13, 2003; without objection, it was so ordered. The following bills were referred to the Subcommittee on Higher Education: SB 413, SB 415, SB 676 and SB 766. The chair laid out SB 396 and recognized the author, Senator Shapleigh, to explain the bill. Senator Staples sent up a committee substitute; the chair recognized Senator Shapleigh to explain the difference between the committee substitute and the bill as filed. The chair moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. Senator Shapiro then moved adoption of the subcommittee report; there being no objection, it was so ordered.
