Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Tuesday, April 1, 2003, in the Capitol Extension, Room
E1.028, at Austin, Texas.

The chair called the meeting to order at 8:34 a.m. There being
a quorum present, the following business was transacted:
The chair referred the following bills to the Subcommittee on
Higher Education:

There was no action taken for the following bill(s): SB 1510
At 8:39 a.m. Senator West assumed the chair.
The chair laid out SB 933 and recognized the author, Senator
Shapiro, to explain the bill.
Senator Shapiro sent up a committee substitute; the chair
recognized Senator Shapiro to explain the difference between the
committee substitute and the bill as filed.
At 9:09 a.m. Senator Janek assumed the chair.
Senator Shapiro moved adoption of the committee substitute;

not pass but that CSSB 930 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 6 ayes, 0 nay, 1 present not
voting, and 2 absent.
At 3:57 p.m. Senator Shapiro resumed the chair.
Upon arrival of a quorum, Senator Staples moved that SB 596 do
not pass but that CSSB 596 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 8 ayes, 1 nay, 0 present not
voting, and 0 absent.
Upon arrival of a quorum, Senator Staples moved that SB 894 do
not pass but that CSSB 894 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 9 ayes, 0 nay, 0 present not
voting, and 0 absent.
Senator Staples moved adoption of the minutes from the previous
hearing held on March 25, 2003; without objection, it was so
ordered.
There being no further business, at 4:04 p.m. the chair moved
that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
