Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Thursday, May 1, 2003, in the Capitol Extension, Room
E1.012, at Austin, Texas.

The chair called the meeting to order at 8:39 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 688 and recognized the author, Senator
West, to explain the bill.
Senator West sent up a committee substitute; the chair
recognized Senator West to explain the difference between the
committee substitute and the bill as filed. Senator West moved
adoption of the committee substitute; without objection, it was
so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
The chair moved that SB 688 be left pending to await a quorum;
without objection, it was so ordered.
At 8:41 a.m. the chair moved that the committee stand at ease;
without objection it was so ordered. At 8:52 a.m. the committee
came back to order.
The chair laid out SB 1210 and recognized the author, Senator
Duncan, to explain the bill.
Senator West sent up a committee substitute; the chair
recognized Senator Duncan to explain the difference between the
committee substitute and the bill as filed. Senator West moved
adoption of the committee substitute; without objection, it was
so ordered.
Senator West sent up Committee Amendment 1 and moved adoption;
without objection, the amendment was adopted.

Senator West requested unanimous consent to incorporate
amendments into the committee substitute; without objection, it
was so ordered. Senator West then moved that the new committee

The subcommittee report on SB 1007 was laid out by Senator
Shapiro. Senator West was recognized to explain the
subcommittee report on SB 1007. Senator West then moved
adoption of the subcommittee report; there being no objection,
it was so ordered.
Senator West moved that SB 1007, as amended, be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 6 ayes, 0
nay, 0 present not voting, and 3 absent.
Senator West moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
The subcommittee report on SB 1230 was laid out by Senator
Shapiro. Senator West was recognized to explain the
subcommittee report on SB 1230. Senator West then moved
adoption of the subcommittee report; there being no objection,
it was so ordered.
Senator West moved that SB 1230 do not pass but that CSSB 1230
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 6 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator West moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
The subcommittee report on SB 1297 was laid out by Senator
Shapiro. Senator West was recognized to explain the
subcommittee report on SB 1297. Senator West then moved
adoption of the subcommittee report; there being no objection,
it was so ordered.
Senator West sent up Committee Amendment 1 to CSSB 1297, and
moved adoption; without objection, the amendment was adopted.
Senator West requested unanimous consent to incorporate
amendments into the committee substitute; without objection, it
was so ordered. Senator West then moved that the new committee
substitute be adopted; without objection, it was so ordered.

be reported back to the Senate with the recommendation that it

At 9:16 a.m. Senator West assumed the chair.
The subcommittee report on SB 1652 was laid out by Senator
Shapiro. Senator Shapiro was recognized to explain the
subcommittee report on SB 1652. Senator Shapiro then moved
adoption of the subcommittee report; there being no objection,
it was so ordered.
Senator Shapiro sent up Committee Amendment 1 to CSSB 1652 and
moved adoption; without objection, the amendment was adopted.
Senator Shapiro requested unanimous consent to incorporate
amendments into the committee substitute; without objection, it
was so ordered. Senator Shapiro then moved that the new
committee substitute be adopted; without objection, it was so
ordered.
Senator Shapiro moved that SB 1652 do not pass but that CSSB
1652 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 4 absent.
At 9:17 a.m. Senator Shapiro resumed the chair.
Upon arrival of a quorum, Senator West moved that SB 688 do not
pass but that CSSB 688 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 6 ayes, 0 nay, 0 present not
voting, and 3 absent.
Senator West moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
Upon arrival of a quorum, Senator West moved that SB 1210 do not
pass but that CSSB 1210 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 6 ayes, 0 nay, 0 present not
voting, and 3 absent.
Senator West moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
There being no further business, at 9:20 a.m. the chair moved
that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
