         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Monday, February 10, 2003, in the Betty King Committee  
         Hearing Room, 2E.20, at Austin, Texas.

         The chair called the meeting to order at 1:34 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair welcomed the members to the Committee and made opening  
         remarks. 
          
         Senator Averitt moved adoption of the committee rules, without  
         objection, the rules were adopted. 
          
         At 1:42 p.m. Senator West moved that the Committee stand  
         recessed subject to the call of the chair.  Without objection,  
         it was so ordered.   
          
         At 3:15 p.m. the Committee reconvened.   
          
         Witnesses testifying and registering on the Overview of Higher  
         Education in Texas are shown on the attached list.      
          
         There being no further business, at 4:31 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
