MINUTES STANDING SENATE SUBCOMMITTEE ON HIGHER EDUCATION Monday, March 10, 2003 1:30 p.m. or upon adjournment Betty King Committee Hearing Room, 2E.20 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Monday, March 10, 2003, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Royce West Senator Kyle Janek Senator Kip Averitt Senator Todd Staples Senator Leticia Van de Putte ***** The chair called the meeting to order at 5:25 p.m. There being a quorum present, the following business was transacted: Senator Averitt moved adoption of the minutes from the previous hearing held on February 17, 2003; without objection, it was so ordered. The chair laid out SB 253 and recognized the author, Senator Staples, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Staples moved that SB 253 be reported favorably to the full Committee with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. The chair laid out SB 437 and recognized Senator Averitt, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator West moved that SB 437 be left pending to await a quorum; without objection, it was so ordered. The chair laid out SB 28 and recognized Senator Averitt, in the absence of the author, to explain the bill. Senator Averitt sent up a committee substitute; the chair recognized Senator Averitt to explain the difference between the committee substitute and the bill as filed. Senator Averitt moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator West moved that SB 28 be left pending; without objection, it was so ordered. Upon arrival of a quorum, Senator Averitt moved that SB 437 be reported favorably to the full Committee with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. There being no further business, at 5:45 p.m. Senator West moved that the Committee stand recessed subject to the call of the chair.
