         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Thursday, June 24, 2004, in the  
         Capitol Extension, Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 8:01 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Janek moved adoption of the minutes from the previous  
         hearing held on June 8, 2004; without objection, it was so  
         ordered.   
          
         Witnesses testifying and registering on the overview of  
         admissions policies are shown on the attached list. 
          
         Witnesses testifying and registering on the review of recent  
         court decisions are shown on the attached list.   
          
         At 9:56 a.m. Senator Janek assumed the chair.   
          
         At 10:00 a.m. Senator West resumed the chair.   
          
         Witnesses testifying and registering on the top ten percent rule  
         are shown on the attached list.   
          
         At 11:50 a.m. Senator Van de Putte assumed the chair.   
          
         At 11:53 a.m. Senator West resumed the chair.   
          
         At 12:06 p.m. Senator Janek assumed the chair.   
         At 12:15 p.m. Senator West resumed the chair.   
          
         Witnesses testifying and registering on Charge #1 are shown on  
         the attached list.   
          
         At 2:07 p.m. Senator Van de Putte assumed the chair.   
          
         At 2:09 p.m. Senator West resumed the chair.     
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, at 2:38 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
