         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Tuesday, July 20, 2004, in the  
         Capitol Extension, Room E1.036, at Austin, Texas.

         A joint hearing of the Senate Subcommittee on Higher Education  
         and the Senate Finance Committee was  held.  Chairs West and  
         Ogden shared presiding duties. 
          
         Senator Ogden called the meeting to order at 8:01 a.m. for the  
         Senate Finance Committee.  Senator West called the meeting to  
         order at 8:01 a.m. for the Senate Subcommittee on Higher  
         Education. 
          
         The following business was transacted: 
          
         Witnesses testifying and registering on tuition deregulation and  
         accountability are shown on the attached list.   
          
         The chair moved that the invited and public testimony be closed;  
         without objection, it was so ordered.   
          
         There being no further business, at 11:36 a.m. Senator Ogden  
         moved that the Senate Finance Committee be adjourned. Without  
         objection, it was so ordered.   
          
         There being no further business, at 11:36 a.m. Senator West  
         moved that the Senate Subcommittee on Higher Education stand  
         recessed subject to the call of the chair.  Without objection,  
         it was so ordered.
