         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, October 18, 2004, in the  
         Capitol Extension, Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 1:04 p.m.  The  
         following business was transacted:   
          
         Witnesses testifying and registering on the creation of higher  
         education enhancement districts are shown on the attached list. 
          
         The clerk called a roll call for the Senate Subcommittee on  
         Higher Education at 1:35 p.m.  A quorum was present. 
          
         Senator Janek moved adoption of the minutes from the previous  
         hearings held on July 19, 2004, and July 20, 2004; without  
         objection, it was so ordered.  
          
         Invited testimony resumed. 
          
         Senator Janek assumed the chair. 
          
         Senator West resumed the chair. 
          
         The chair moved that invited and public testimony be closed;  
         without objection, it was so ordered. 
          
         There being no further business, at 3:20 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
