         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, February 18, 2003, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 8:10 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Members had a brief discussion on the schedule and on  
         workgroups. 
          
         Testimony was given on the following agencies with witnesses on  
         the attached list:

         Council on Environmental Technology 
          
         At 9:28 a.m. Senator Whitmire assumed the chair.   
          
         At 9:33 a.m. Senator Bivins resumed the chair.   
          
         Texas River Compact Commissions 
         Soil and Water Conservation Board 
         Criminal Justice Policy Council 
  
         At 10:47 a.m. Senator Bivins moved that the committee stand  
         recessed until one hour after adjournment of the Senate; without  
         objection, it was so ordered.  
          
         At 1:05 p.m. the committee reconvened.

         Alcoholic Beverage Commission 
          
         At 2:55 p.m. Senator Barrientos assumed the chair.   
          
         Commission on Fire Protection 
          
         At 3:16 p.m. Senator Bivins resumed the chair.

         Commission of Law Enforcement Officer Standards and Education 
          
         At 3:40 p.m. Senator Zaffirini assumed the chair.   
          
         Texas Commission on Private Security 
          
         At 3:47 p.m. Senator Bivins resumed the chair. 
          
         There being no further business, at 4:24 p.m. Senator Bivins  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
