         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Thursday, February 20, 2003, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 8:05 a.m.  The  
         committee was in recess from the previous day.  The following  
         business was transacted:   
          
         Testimony was given on the following agencies with witnesses on  
         the attached list:   
          
         Texas Commission for the Blind 
         Interagency Council on Early Childhood Intervention 
          
         At 8:48 a.m. Senator Zaffirini assumed the chair.   
          
         At 8:56 a.m. Senator Bivins resumed the chair.   
          
         The chair laid out SB 15 and recognized the author, Senator  
         Madla, to explain the bill.  Senator Zaffirini sent up a  
         committee substitute; the chair recognized Senator Madla to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Zaffirini moved adoption of the  
  
         committee substitute; without objection, it was so ordered.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Zaffirini moved that SB 15 do not pass but that CSSB 15  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 14 ayes, 0 nay, 0 present not voting, and 1 absent.   
          
         Interagency Council on Early Childhood Intervention, continued 
          
         At 9:53 a.m. Senator Bivins moved that the committee stand  
         recessed until one hour after adjournment of the Senate; without  
         objection, it was so ordered.   
          
         At 12:08 p.m. the committee reconvened.   
          
         At 12:08 p.m. Senator Zaffirini assumed the chair.

         There being no further business, at 5:16 p.m. Senator Ogden  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
