Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Tuesday, April 13, 2004, in the Capitol Extension, Room
E1.030, at Austin, Texas.

A joint hearing of the Senate Finance Committee and the Senate
Infrastructure Development and Security Committee was held.
Chairmen Ogden and Staples shared presiding duties.
Chairman Staples called the Senate Infrastructure Development
and Security Committee to order at 9:01 a.m. Vice-Chair
Zaffirini called the Senate Finance Committee to order at 9:01
a.m. The following business was transacted:
The Committees heard invited testimony on the Finance
Committee's charge relating to Funding for Homeland Security
and the Infrastructure Development and Security Committee's
charge # 6. Witnesses registering and testifying on the interim
charges are shown on the attached list.
The clerk called a joint roll call of both Committees. A quorum
was present for both the Senate Infrastructure Development and
Security Committee and the Senate Finance Committee.
Invited testimony resumed.
At 12:06 p.m. Senator Staples moved that the Senate
Infrastructure Development and Security Committee stand recessed
until 1:15 p.m. in room E1.028 of the Capitol Extension.
Without objection, it was so ordered.
At 12:07 p.m. Senator Ogden moved that the Senate Finance
Committee stand recessed until 1:45 p.m. in room E1.036 of the
Capitol Extension. Without objection, it was so ordered.
The Senate Finance Committee reconvened at 1:48 p.m.
The Committee heard invited testimony on the Committee's interim
charge relating to Budget Certification. Witnesses registering
and testifying on the interim charge are shown on the attached
list.
At 2:00 p.m. Senator Ogden recognized Senator Ellis as being
present at the hearing.
Invited testimony resumed.
The Committee heard invited testimony on the Committee's interim
charge relating to Adult and Juvenile Corrections Populations.
Witnesses registering and testifying on the interim charge are
shown on the attached list.
There being no further business, at 3:29 p.m. Senator Ogden
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
