Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Friday, May 14, 2004, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 11:15 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SJR 6 and recognized the author, Senator
Janek, to explain the bill.
At 11:30 a.m. Senator Zaffirini assumed the chair.
At 12:05 p.m. Senator Ogden resumed the chair.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
At 1:29 p.m. Senator Ogden moved that the committee stand
recessed until 30 minutes after adjournment of the Senate;
without objection, it was so ordered.
At 2:58 p.m. the committee reconvened.
The chair laid out SJR 8 and recognized the author, Senator
Duncan, to explain the bill. Senator Duncan sent up a committee
substitute; the chair recognized Senator Duncan to explain the
difference between the committee substitute and the bill as
filed. Senator West moved adoption of the committee substitute;
without objection, it was so ordered. The chair moved that the
bill be left pending, awaiting public testimony; without
objection, it was so ordered.
The chair laid out SJR 7 and recognized the author, Senator
Armbrister, to explain the bill. Senator West sent up a
committee substitute; the chair recognized Senator Armbrister to
explain the difference between the committee substitute and the
bill as filed. The chair moved that the bill be left pending,
awaiting public testimony; without objection, it was so ordered.
At 3:50 p.m. Senator Barrientos assumed the chair.
The chair laid out SJR 9 and recognized the author, Senator
Ogden, to explain the bill. The chair moved that the bill be
left pending, awaiting public testimony; without objection, it
was so ordered.
At 4:00 p.m. Senator Ogden resumed the chair.
The chair laid out SJR 8, which had been left pending earlier in
the hearing. Witnesses testifying and registering on the bill
are shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
The chair laid out SJR 9, which had been left pending earlier in
the hearing. Witnesses testifying and registering on the bill
are shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
The chair laid out SJR 7, which had been left pending earlier in
the hearing. Witnesses testifying and registering on the bill
are shown on the attached list. The chair moved that the public
testimony remain open; without objection, it was so ordered.
There being no further business, at 5:48 p.m. Senator Ogden
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
