Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Tuesday, June 8, 2004, in the Capitol Extension, Room
E1.030, at Austin, Texas.

A joint hearing of the Senate Finance Committee and the Senate
Subcommittee on Higher Education was held. Chairmen Ogden and
West shared presiding duties.
Senator Ogden called the Finance Committee to order at 8:01 a.m.
Senator West called the Subcommittee on Higher Education to
order at 8:02 a.m. Roll call was taken for the Subcommittee on
Higher Education. A quorum was present. Senator Janek moved
adoption of the Subcommittee's minutes from the previous hearing
held on May 6, 2004; without objection, it was so ordered.
The Committees heard invited testimony on the joint interim
charge relating to evaluating the cost of increasing the number of Tier 1 universities in Texas, and
reexamining current and alternative methods of funding regional
universities, community colleges, and health science centers. Witnesses registering and testifying on the joint interim charge
are shown on the attached list.
At 10:25 a.m. roll call was taken for the Finance Committee. A quorum was present. Senator Zaffirini moved adoption of the
Committee's minutes from
the previous hearings held on May 24 and 25, 2004; without
objection, it was so ordered.
Invited testimony resumed.
There being no further business, at 12:55 p.m. Senator Ogden
moved that the Senate Finance Committee stand recessed subject
to the call of the chair; without objection, it was so ordered.
Senator West moved that the Senate Subcommittee on Higher
Education stand recessed subject to the call of the chair;
without objection, it was so ordered.
