         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, July 20, 2004, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         A joint hearing of the Senate Finance Committee and the Senate  
         Subcommittee on Higher Education was held.  Chairmen Ogden and  
         West shared presiding duties. 
          
         Senator Ogden called the Finance Committee to order at 8:01 a.m.  
         Senator West called the Subcommittee on Higher Education to  
         order at 8:01 a.m. 
          
         The following business was transacted: 
          
         The Committee heard invited and public testimony on the  
         Committee's interim charges relating to Tuition Deregulation and  
         Accountability.  Witnesses testifying and registering on the  
         interim charges are shown on the attached list. 
          
         There being no further business, at 11:36 a.m. Senator Ogden  
         moved that the Senate Finance Committee stand adjourned; without  
         objection, it was so ordered. 
         There being no further business, at 11:36 a.m. Senator West  
         moved that the Senate Subcommittee on Higher Education stand  
         recessed subject to the call of the chair; without objection, it  
         was so ordered.
