         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, September 13, 2004, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:03 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Committee heard invited testimony regarding Article VIII  
         agencies' FY '06 and '07 Legislative Appropriations Requests and  
         other budget matters.  Witnesses testifying and registering on  
         the subject are shown on the attached list. 
          
         At 11:07 a.m. Senator Barrientos assumed the chair.  
          
         At 11:11 a.m. Senator Ogden resumed the chair.    
          
         Invited testimony continued. 
          
         At 1:25 p.m. Senator Zaffirini assumed the chair.   
          
         At 1:29 p.m. Senator Ogden resumed the chair, and moved that the  
         Committee stand recessed for 20 minutes; without objection, it  
         was so ordered. 
          
         At 1:48 p.m. the Committee reconvened. 
          
         Invited testimony resumed. 
          
         At 2:12 p.m. Senator Zaffirini assumed the chair.   
          
         At 3:25 p.m. Senator Ogden resumed the chair.   
          
         There being no further business, at 3:59 p.m. Senator Ogden  
         moved that the Committee stand recessed until 9:00 a.m. the  
         following morning, September 14, 2004.  Without objection, it  
         was so ordered.
