         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, September 14, 2004, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:10 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Committee heard invited testimony regarding Article I and  
         Article V agencies' FY '06 and '07 Legislative Appropriations  
         Requests and other budget matters.  Witnesses testifying and  
         registering on the subject are shown on the attached list. 
          
         At 11:00 a.m. Senator Zaffirini assumed the chair.   
          
         At 11:10 a.m. Senator Ogden resumed the chair.   
          
         Invited testimony continued. 
          
         At 12:55 p.m. Senator Ogden moved that the Committee stand  
         recessed until 1:30 p.m.; without objection, it was so ordered. 
          
         At 1:38 p.m. the Committee reconvened. 
          
         Invited testimony resumed. 
         Senator Ogden recognized Senator Gallegos as being present at  
         the Committee hearing.    
          
         There being no further business, at 4:44 p.m. Senator Ogden  
         moved that the Committee stand recessed until Monday, September  
  
         20, 2004.  Without objection, it was so ordered.
