         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, October 4, 2004, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:00 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Committee heard invited testimony regarding Article VI  
         agencies' FY  06 and  07 Legislative Appropriations Requests and  
         other budget matters.  Witnesses testifying and registering on  
         the subject are shown on the attached list. 
          
         At 9:27 a.m. Senator Zaffirini assumed the chair.  
          
         At 9:36 a.m. Senator Ogden resumed the chair.  
          
         Invited testimony continued. 
          
         At 11:08 a.m. Senator Barrientos assumed the chair.     
          
         At 11:14 a.m. Senator Ogden resumed the chair.   
          
         Senator Zaffirini moved approval of the minutes from the  
         previous hearings held on September 13 and 14, 2004 and  
         September 20 and 21, 2004.  Senator Staples seconded the motion.   
         Without objection, it was so ordered. 
          
         At 12:39 p.m. Senator Ogden moved that the Committee stand recessed until 1:30 p.m.; without objection, it was so ordered. 
          
         The Committee reconvened at 1:36 p.m. 
  
         Invited testimony resumed. 
          
         At 2:22 p.m. Senator Zaffirini assumed the chair.   
          
         At 2:40 p.m. Senator Ogden resumed the chair.   
          
         Invited testimony continued. 
          
         At 3:10 p.m. Senator Zaffirini assumed the chair.  
          
         At 3:15 p.m. Senator Ogden resumed the chair.    
          
         Invited testimony continued. 
          
         At 3:17 p.m. Senator Zaffirini assumed the chair.   
          
         At 3:20 p.m. Senator Ogden resumed the chair.   
          
         There being no further business, at 3:55 p.m. Senator Ogden moved that the Committee stand recessed until  
         9:00 a.m. the following morning, October 5, 2004.  Without objection, it was so ordered.
