         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, October 11, 2004, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 12:30 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Subcommittee heard invited testimony on the Subcommittee's  
         charge relating to the review of current practices of state  
         contracting.  Witnesses testifying and registering on the  
         subject are shown on the attached list.   
          
         At 1:21 p.m. Senator Shapleigh moved approval of the  
         Subcommittee minutes from the previous hearing held on September  
         27, 2004.  Without objection, it was so ordered. 
          
         Invited testimony resumed. 
          
         At 3:06 p.m. Senator Barrientos assumed the chair.   
          
         At 3:10 p.m. Senator Zaffirini resumed the chair.   
          
         There being no further business, at 4:58 p.m. Senator Zaffirini  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
