Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on International
Relations and Trade was held on Wednesday, April 2, 2003, in the
Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 5:18 p.m. The
following business was transacted:
The chair laid out SB 395 and recognized the author, Senator
Shapleigh, to explain the bill. Senator Shapleigh sent up a
committee substitute; the chair recognized Senator Shapleigh to
explain the difference between the committee substitute and the
bill as filed. The chair opened public testimony for SB 395.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that SB 395 be left pending
to await a quorum; without objection, it was so ordered. Upon
arrival of a quorum, Senator Shapleigh moved adoption of the
committee substitute; without objection, it was so ordered. The
chair then moved that public testimony on SB 395 be closed;
without objection, it was so ordered. Senator Estes sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Senator Estes requested unanimous
consent to incorporate the amendment into the committee
substitute; without objection, it was so ordered. Senator
Shapleigh then moved that the new committee substitute be
adopted; without objection, it was so ordered. Senator
Shapleigh moved that SB 395 do not pass but that CSSB 395 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 6
ayes, 0 nay, 0 present not voting, and 1 absent. Senator
Shapleigh moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.

Shapleigh, to explain the bill. Senator Shapleigh sent up a
committee substitute; the chair recognized Senator Shapleigh to
explain the difference between the committee substitute and the

adoption of the committee substitute; without objection, it was
so ordered. The chair moved adoption of Committee Amendment 1;
without objection, it was so ordered. The chair moved adoption
of Committee Amendment 2; without objection, it was so ordered.
Senator Shapleigh requested unanimous consent to incorporate
amendments into the committee substitute; without objection, it
was so ordered. Senator Shapleigh then moved that the new
committee substitute be adopted; without objection, it was so
ordered. Senator Shapleigh moved that SB 1583 do not pass but
that CSSB 1583 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 6 ayes, 0 nay, 0 present not
voting, and 1 absent. Senator Shapleigh moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.

Shapleigh, to explain the bill.
Senator Shapleigh sent up Committee Amendment 1. The chair
opened public testimony for SCR 20. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. The chair moved that SCR 20 be
left pending to await a quorum; without objection, it was so
ordered. Senator Shapleigh moved adoption of Committee
Amendment 1; without objection, it was so ordered. Senator
Shapleigh moved that SCR 20, as amended, be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 6 ayes, 0 nay, 0
present not voting, and 1 absent.
At 5:54 p.m., the chair announced that the committee would stand
at ease. At 6:35 p.m., a quorum was established.
Senator Shapleigh moved that the minutes from the previous
hearing held on March 12, 2003 and the hearing held at the
chair's desk on March 17, 2003 be approved. Without objection,
it was so ordered.
Senator Zaffirini requested unanimous consent to be shown voting
"aye" on SB 395, SB 786, SB 1583, and SCR 20. There being no
objection, it was so ordered. Senator Carona requested
unanimous consent to be shown voting "aye" on SB 395, SB 786, SB
1583, SCR 20. There being no objection, it was so ordered.
Senator Bivins requested unanimous consent to be shown voting
"aye" on any bills for which he was not present. There being
no objection, it was so ordered.
There was no action taken on the following bill: SB 517.
There being no further business, at 7:03 p.m., the chair moved
that the committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
