MINUTES SENATE COMMITTEE ON INTERNATIONAL RELATIONS AND TRADE Wednesday, April 9, 2003 1:30 p.m. or upon adjournment Capitol Extension, Room E1.016 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations and Trade was held on Wednesday, April 9, 2003, in the Capitol Extension, Room E1.016, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. Senator Teel Bivins Senator Eliot Shapleigh Senator Jane Nelson Senator John Carona Senator Craig Estes Senator Judith Zaffirini ***** The chair called the meeting to order at 3:21 p.m. The following business was transacted: The chair laid out SB 309 and recognized the author, Senator Gallegos, to explain the bill. Senator Shapleigh sent up a committee substitute; the chair recognized Senator Gallegos to explain the difference between the committee substitute and the bill as filed. At 3:25 p.m. Senator Shapleigh assumed the chair. The chair opened public testimony for SB 309. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair then moved that SB 309 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Shapleigh moved adoption of the committee substitute; without objection, it was so ordered. Senator Shapleigh moved that SB 309 do not pass but that the CSSB 309 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. Senator Carona wanted some more time to review the bill and gain a better understanding of it and moved to reconsider the vote by which CSSB 309 passed; without objection, it was so ordered. Senator Shapleigh moved that SB 309 do not pass but that the CSSB 309 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 1 present not voting, and 2 absent. At 3:44 p.m. Senator Estes assumed the chair. The chair laid out SCR 7 and recognized the author, Senator Shapleigh, to explain the bill. The chair opened public testimony for SCR 7. Witnesses testifying and registering on the bill are shown on the attached list. At 4:05 p.m. Senator Lucio resumed the chair. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair then moved that SCR 7 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Carona moved that SCR 7 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent. At 4:15 p.m. the chair moved that the committee stand at ease. At 4:18 p.m. the committee reconvened. The chair laid out SCR 21 and recognized the author, Senator Shapleigh, to explain the bill. Senator Shapleigh sent up a committee substitute; the chair recognized Senator Shapleigh to explain the difference between the committee substitute and the bill as filed. The chair opened public testimony for SCR 21. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair moved that SCR 21 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Estes moved that the committee substitute for SCR 21 be adopted; without objection, it was so ordered. Senator Shapleigh moved that SCR 21 do not pass but that the CSSCR 21 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 1 present not voting, and 2 absent. At the request of the author, the bill was left pending; without objection, it was so ordered. At 4:21 p.m. the chair moved that the committee stand at ease until 5:15 p.m. At 5:19 p.m. the committee reconvened and a quorum was established. Senator Shapleigh moved that the minutes from the previous hearing held on April 2, 2003 be approved. Without objection, it was so ordered. There being no further business, at 5:36 p.m. the chair moved that the Committee stand recessed subject to the call of the chair.
