Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on International
Relations and Trade was held on Wednesday, April 23, 2003, in
the Capitol Extension, room E1.016, at Austin, Texas.

The chair called the meeting to order at 4:41 p.m. The
following business was transacted:
At 4:42 p.m. Senator Carona assumed the chair.
The chair laid out SCR 37 and recognized Senator Lucio, in the
absence of the author, to explain the bill. The chair opened
public testimony for SCR 37. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. The chair moved that SCR 37 be
left pending to await a quorum; without objection, it was so
ordered. Upon arrival of a quorum, Senator Carona moved that
SCR 37 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 3 absent. Senator Carona moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
At 4:47 p.m. Senator Lucio resumed the chair.
The chair laid out SB 963 and recognized the author, Senator
Shapleigh, to explain the bill. The chair opened public
testimony for SB 963. Witnesses testifying and registering on
the bill are shown on the attached list. The chair moved that
the public testimony be closed; without objection, it was so
ordered. The chair moved that SB 963 be left pending to await a
quorum; without objection, it was so ordered. Upon arrival of a
quorum, Senator Shapleigh moved that SB 963 be reported
favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 4
ayes, 0 nay, 0 present not voting, and 3 absent. Senator
Shapleigh moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
The chair laid out SB 1077 and recognized the author, Senator
Shapleigh, to explain the bill. Senator Shapleigh sent up
Committee Amendment 1. The chair then moved adoption of
Committee Amendment 1; without objection, the amendment was
adopted. The chair opened public testimony on SB 1077.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Shapleigh
requested unanimous consent to incorporate the adopted amendment
into the body of the bill; without objection, it was so ordered.
Senator Shapleigh moved that SB 1077 do not pass but that CSSB
1077 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
At 5:03 p.m., a quorum was established.
The chair move adoption of the minutes from the previous
hearing. Without objection, it was so ordered.
There being no further business, at 5:08 p.m., the chair moved
that the committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
