         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on International Relations and Trade was  
         held on Thursday, May 1, 2003, in the Senate Chamber at Senator  
         Lucio's Desk.

         The chair called the meeting to order at 1:11 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Carona moved that the minutes from the previous hearing  
         be adopted; without objection; it was so ordered. 
          
         At 1:13 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out pending business SB 290.  Senator Lucio moved  
         that SB 290 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Lucio moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.     
          
         The chair laid out pending business SB 1909.  Senator Lucio  
         moved that SB 1909 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Lucio moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.  
          
         At 1:15 p.m., Senator Lucio resumed the chair.      
          
         At the hearing held on April 30, 2003, Senator Zaffirini  
         requested unanimous consent to be shown voting "aye" on SB 290  
         and SB 1909; without objection, it was so ordered. 
  
         There being no further business, at 1:15 p.m., the chair moved  
         that the committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
