MINUTES SENATE COMMITTEE ON INTERNATIONAL RELATIONS AND TRADE Wednesday, May 21, 2003 1:30 p.m. or upon adjournment Capitol Extension, Room E1.016 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations and Trade was held on Wednesday, May 21, 2003, in the Capitol Extension, Room E1.016, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. Senator Teel Bivins Senator Eliot Shapleigh Senator John Carona Senator Craig Estes Senator Jane Nelson Senator Judith Zaffirini ***** The chair called the meeting to order at 4:01 p.m. There being a quorum present, the following business was transacted: The chair laid out HB 3554 and recognized the Senate sponsor, Senator Zaffirini, to explain the bill. The chair opened public testimony got HB 3554. Witnesses testifying and registering on the bill are shown on the attached list. Senator Shapleigh sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Shapleigh sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. Senator Zaffirini requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered. Senator Zaffirini then moved that the committee substitute be adopted; without objection, it was so ordered. The chair moved that the public testimony be closed; without objection, it was so ordered. The bill was left pending to await a quorum. Upon arrival of a quorum, Senator Zaffirini moved that HB 3554 do not pass but that CSHB 3554 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 2 nays, 0 present not voting, and 1 absent. The committee then heard invited testimony on the Border Colonia Access Program. David Garza, Cameron County Commissioner, provided an update of the Border Colonia Access Program. Amadeo Saenz, Assistant Executive Director of the Texas Department of Transportation, provided an update on the Border Colonia Access Program. At 4:45 p.m. Senator Zaffirini assumed the chair. The chair laid out HCR 204 and recognized the Senate sponsor, Senator Lucio, to explain the bill. The chair opened public testimony for HCR 204. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The bill was left pending to await a quorum. Upon arrival of a quorum, Senator Lucio moved that HCR 204 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Lucio moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. At 4:54 p.m. Senator Lucio resumed the chair. At 4:54 p.m. the chair moved that the committee stand at ease. At 5:18 p.m. the committee reconvened and a quorum was established. At 5:18 p.m. Senator Shapleigh assumed the chair. At 5:20 p.m. Senator Lucio, Jr. resumed the chair. Senator Estes requested unanimous consent to be shown voting "aye" on HCR 204 and to be shown voting "nay" on HB 3554; without objection, it was so ordered.
