Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Jurisprudence
was held on Wednesday, March 26, 2003, in the Capitol Extension,
Room E1.012, at Austin, Texas.

The chair called the meeting to order at 1:40 a.m. There being
a quorum present, the following business was transacted:
Senator Lucio was recognized to welcome a group of students from
Coastal Bend College and their professor, Mr. Joe Dalton.
The chair laid out SB 141 and recognized the author, Senator
Ellis, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Chairman Duncan moved that SB 141 be left pending; without
objection, it was so ordered.
The chair laid out SB 1059 and recognized the author, Senator
Ellis, to explain the bill. Senator Lucio sent up a committee
substitute; the chair recognized Senator Ellis to explain the
difference between the committee substitute and the bill as
filed. The substitute was left on the table pending the arrival
of a quorum. Witnesses testifying and registering on the bill
are shown on the attached list. Chairman Duncan moved that SB
1059 be left pending; without objection, it was so ordered.
The chair laid out SB 1206 and recognized the author, Senator
Lindsay, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Chairman
Duncan moved that SB 1206 be left pending; without objection, it
was so ordered.
The chair laid out SB 1010 and recognized the author, Senator
West, to explain the bill. Senator West sent up a committee
substitute; the chair recognized Senator West to explain the
difference between the committee substitute and the bill as
filed. Senator West moved adoption of the committee substitute;
without objection, it was so ordered. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Chairman Duncan moved that SB
1010 be left pending; without objection, it was so ordered.
Senator Lucio assumed the chair.
The chair laid out SB 1018 and recognized the author, Senator
Duncan, to explain the bill. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Duncan moved that SB 1018 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 5 ayes, 0 nay, 0
present not voting, and 2 absent. Senator Duncan moved that the
bill be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
Senator Duncan resumed the chair.
The chair laid out SB 853 and recognized the author, Senator
Madla, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Chairman Duncan moved that SB 853
be left pending; without objection, it was so ordered.
There being no further business, the Committee stood recessed
subject to the call of the chair. Without objection, it was so
ordered.
