MINUTES SENATE COMMITTEE ON JURISPRUDENCE Saturday, June 28, 2003 10:00 a.m. Texas A&M International University, Student Center Ballroom, Laredo, Texas ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Saturday, June 28, 2003, at the Texas A&M International University, Student Center Ballroom, in Laredo, Texas ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan Senator Kip Averitt Senator Mario Gallegos, Jr. Senator Eddie Lucio, Jr. Senator Chris Harris Senator Royce West Senator Todd Staples ***** The chair called the meeting to order at 10:27 a.m. The following business was transacted: Chairman Duncan offered welcoming comments. He introduced Blas Gibbler Ruiz, the translator for the hearing. Mr. Blas explained that he would be translating the meeting into English and Spanish. Chairman Duncan introduced the President of Texas A&M International, Dr. Ray Keck. Dr. Ray Keck offered welcoming comments. Senator Zaffirini offered welcoming comments. Senator Gallegos moved that testimony for the hearing be limited to 5 minutes. The motion passed with a record vote of 4 ayes, 0 nays, 3 absent, and 0 present not voting. Senators Harris, Gallegos, Staples and Janek offered welcoming comments. Chairman Duncan introduced the attorneys hired by the Senate Jurisprudence Committee to represent all the Senators. The attorneys, David Guinn, Mike Morrison and Bob Heath, each introduced themselves and listed their credentials. Senator Zaffirini introduced the elected officials in the audience. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. There being no further business, at 2:58 p.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair.
