         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Jurisprudence  
         was held on Tuesday, July 1, 2003, in the McAllen Civic Center,  
         McAllen, Texas

         The chair called the meeting to order at 4:25 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Duncan offered welcoming comments.  Senator Gallegos  
         moved that the committee limit testimony to five minutes.  The  
         motion passed with a record vote of 6 ayes, 0 nays, 1 absent,  
         and 0 present not voting. 
          
         Congressman Ruben Hinojosa offered welcoming comments.  Senator  
         Duncan read a statement by Senator Eddie Lucio, Jr.  Senators  
         Hinojosa, Harris, West, Gallegos, Staples, Averitt each offered  
         welcoming comments. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 5:46 p.m. the chair recessed the committee until 6:00 p.m.   
         The chair called the meeting to order at 6:06 p.m. and continued  
         with public testimony. 
          
         At 7:30 p.m. the chair recessed the committee.  The chair called  
         the meeting to order at 7:45 p.m. 
          
         At 8:47 p.m. Senator Staples assumed the chair.   
          
         At 8:54 p.m. Senator Duncan resumed the chair.   
  
         At 9:01 p.m. the chair recessed the meeting until 9:10 p.m.  The  
         chair called the meeting to order at 9:13 p.m. and continued  
         with public testimony. 
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         Senator Staples moved that all remaining cards of people not  
         wishing to testify be added to the record; without objection,  
         the motion passed. 
          
         There being no further business, at 9:56 p.m. Senator Duncan  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
