         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Jurisprudence  
         was held on Tuesday, July 8, 2003, in Dallas, Texas

         The chair called the meeting to order at 3:09 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair offered welcoming comments.  Senators Harris,  
         Gallegos, West, Averittt, Shapiro, and Van de Putte offered  
         welcoming comments.  The chair introduced the interpreter, Lyda  
         Baro. The interpreter explained that she would be translating  
         from Spanish to English and vise versa.  The chair introduced  
         the court reporter, Rachel Chavez.   
          
         Senator West moved that the committee limit testimony to five  
         minutes.  The motion carried with a record vote of 5 ayes, 0  
         nays, 2 absent, and 0 present not voting. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 4:25 p.m. Senator Duncan moved that the committee stand  
         recessed until 4:45 p.m.; without objection, it was so ordered.   
          
         At 4:46 p.m., the chair called the meeting to order and  
         continued with public testimony. 
               
         At 6:20 p.m. Senator Duncan moved that the committee stand  
         recessed until 6:35 p.m.; without objection, it was so ordered.   
          
         At 6:50 p.m., the chair called the meeting to order and  
         continued public testimony.    
  
         At 8:05 p.m. Senator Duncan moved that the committee stand  
         recessed until 8:30 p.m.; without objection, it was so ordered.                  
          
         At 8:34 p.m., the chair called the meeting to order and  
         continued public testimony. 
          
         At 10:06 p.m. Senator Duncan moved that the committee stand  
         recessed until 10:20 p.m.; without objection, it was so ordered.   
          
         At 10:25 p.m., the chair called the meeting to order and  
         continued public testimony. 
          
         At 10:35 p.m. Senator Gallegos, Jr. assumed the chair.   
          
         At 10:39 p.m. Senator Duncan resumed the chair.   
          
         At 11:45 p.m. Senator Duncan moved that the committee stand  
         recessed until 12:00 a.m.; without objection, it was so ordered.   
          
         At 12:02 a.m., the chair called the meeting to order and  
         continued public testimony. 
          
         At 12:14 a.m.,  Senator Gallegos moved that the interpreter be  
         allowed to be dismissed since there appears to be no one in the  
         audience who desires those services.  Without objection, the  
         interpreter was dismissed.   
          
         At 1:26 a.m. Senator Duncan moved that the committee stand  
         recessed until 1:34 a.m.; without objection, it was so ordered.   
          
         At 1:34 a.m., the chair called the meeting to order and  
         continued public testimony. 
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         Senator West moved that all remaining cards of people not  
         wishing to testify be added to the record.  The motion passed  
         with a record vote of 5 ayes, 0 nays, 2 absent, and 0 present  
         not voting.   
                              
         There being no further business, at 2:28 a.m. Senator Duncan  
         moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
